Philadelphia and Camden port trucking to Ontario and Quebec
5 working days is all the free time Tioga, Balzano and Broadway give. Fission Logistics trucks steel coil, plate and pipe from PhilaPort's Tioga and Packer Avenue terminals and from the Balzano and Broadway terminals in Camden to plants in Ontario and Quebec. Trucks are booked against the discharge date, not the day the paperwork lands.

Free time: 5 working days, then the charges start
Tioga, Pier 122, Balzano and Broadway publish under the same PPMTA terminal schedule. Import free time is 5 days, not counting weekends and holidays. It starts at 8 am the day after the vessel finishes discharging and ends at 5 pm on the last day. After that the cargo pays wharf demurrage per 100 lb for every 5 day period it sits. Packer Avenue is a Holt terminal and is not listed on that schedule. Get its last free day from Holt or your forwarder in writing and send it with the release.
| Charge | Published rate |
|---|---|
| Wharf demurrage, first 5 days | $0.316 per 100 lb |
| Second 5 day period | $0.53 per 100 lb |
| Each period after that | $0.80 per 100 lb |
| After 90 days | 3 times the demurrage rate |
| Truck loading | $200 minimum per truck |
A 44,000 lb coil load that sits 10 days past free time costs about $372 in demurrage. On a 20 truck lot that is about $7,440. Rates are from the published schedule; confirm the current tariff with the terminal. The full playbook is in how to avoid port storage and demurrage charges.
Camden steel runs all year now
In December 2025 South Jersey Ports added 60,000 sq ft of covered space in Camden for coil and plate and said steel imports there are becoming year round. Coil lots can land in Camden any month, so we plan Camden trucks the same way in January as in July.
TWIC drivers and gate access
Each Philadelphia and Camden terminal is an MTSA regulated marine terminal, so unescorted access takes a TWIC card. Fission assigns TWIC drivers to US port pickups. When the truck that fits the load has a driver without one, we use local escort services, booked ahead, so the pickup still makes its appointment. See how we handle TWIC.
Customs: in bond under our own bond
Freight landed on either side of the river is foreign cargo that has not entered the US. It moves on a T&E in bond (the 7512) under Fission's own CBP custodial bond. The port of exportation is Buffalo or Lewiston, New York, or Champlain, New York, for Quebec. No US duty is paid, Section 232 steel and aluminum tariffs included. Your customs broker clears it into Canada at Fort Erie, Queenston or Lacolle.
For a Philadelphia or Camden pickup one party files the in bond and reports both ends. Fission files in ACE under our bond. Or your customs broker files under our bond, with our SCAC, FSGQ, and our letter of authorization. Tell dispatch which when you book. Steel a US importer has already entered moves to Canada as a regular export instead. TIB exports and the full process: in bond port pickups.
The run north
Philadelphia to Toronto is about 711 km. Ontario loads cross at the Peace Bridge or the Lewiston to Queenston bridge. Montreal and the rest of Quebec go up Interstate 87 to Champlain and Lacolle. Each truck takes up to 45,000 lb; plate and pipe ride on open flatbeds, coil in Conestogas.
Getting a Philadelphia or Camden pickup quoted
Send the terminal, the release or delivery order number, the vessel and its discharge date. Add the piece count, weights and delivery address. Questions shippers ask
Do you truck from Philadelphia or Camden to Canada?
Yes, to Ontario and Quebec. The freight moves in bond under our own US Customs bond to Buffalo or Lewiston, or Champlain for Quebec. Your customs broker clears it into Canada on the other side of the bridge. We do not deliver to US addresses from the port.
How much free time do Tioga, Balzano and Broadway give?
Under the published PPMTA terminal schedule, 5 days not counting weekends and holidays. It starts at 8 am the day after the vessel finishes discharging and ends at 5 pm on the last day. Confirm the current tariff with the terminal.
What happens after free time?
Wharf demurrage, charged per 100 lb for every 5 day period and rising each period. Weekends count once it starts. A 44,000 lb coil load 10 days late runs about $372 under the published rates, before the $200 minimum truck loading the terminal bills on every load.
Do you pick up at Packer Avenue?
Yes. Packer is a Holt terminal with a separate breakbulk gate and is not listed on the PPMTA schedule. Send the release and dispatch books the appointment the terminal requires.
Where is Gloucester?
Gloucester Marine Terminal is a Holt terminal on the New Jersey side of the river, across from Philadelphia. It has its own page.
