Late fall ships land close together
Steel ships come into Cleveland through the Seaway season. The terminal's late 2025 schedule had 8 ships due between October 24 and November 30, carrying coil, steel skids and plate. Lots that land that close together need trucks lined up before the arrival notice. Send the vessel and the piece count as soon as you have them.
Free time
The Port of Cleveland does not publish free time, and it changes by commodity and tariff. Ask the terminal or your forwarder for the last free day in writing when the arrival notice comes, and send it to dispatch with the release. We plan the trucks back from that date.
TWIC drivers and gate access
The Cleveland General Cargo Terminal is an MTSA regulated marine terminal, so unescorted access takes a TWIC card. Fission assigns TWIC drivers to US port pickups. When the truck that fits the load has a driver without one, we use local escort services, booked ahead, so the pickup still makes its appointment. At Cleveland, TWIC holders use the far right entrance at the West 3rd Street gate. See how we handle TWIC.
Toledo
Midwest Terminals of Toledo International handles coil, wire and slab at Toledo, with over 320 acres and about 675,000 sq ft of warehousing. Toledo is west of Cleveland on Interstates 80 and 90, and Toledo loads cross at Detroit.
Weights and crossings
Tandems take up to 45,000 lb and usually cross at Buffalo from Cleveland. Our 6 axle units run Ontario, Michigan, Ohio and Indiana only and take up to 76,000 lb, so 6 axle loads from Cleveland and Toledo go west and cross at Detroit. On a heavy coil lot that cuts the truck count. See multi axle trucking.
Customs: in bond under our own bond
Freight landed at Cleveland or Toledo is foreign cargo that has not entered the US. It moves on a T&E in bond (the 7512) under Fission's own CBP custodial bond. The port of exportation is Buffalo or Lewiston, New York, from Cleveland, or Detroit, Michigan, from Toledo. No US duty is paid, Section 232 steel and aluminum tariffs included. Your customs broker clears it into Canada at Fort Erie, Queenston or Windsor.
For a Cleveland or Toledo pickup one party files the in bond and reports both ends. Fission files in ACE under our bond. Or your customs broker files under our bond, with our SCAC, FSGQ, and our letter of authorization. Tell dispatch which when you book. Steel a US importer has already entered moves to Canada as a regular export instead. TIB exports and the full process: in bond port pickups.

Questions shippers ask
Do you truck from the Port of Cleveland to Canada?
Yes, to Ontario and Quebec. The freight moves in bond under our own US Customs bond to Buffalo for tandems and Detroit for 6 axle loads. Your customs broker clears it into Canada on the other side of the bridge. We do not deliver to US addresses from the port.
Does the Cleveland terminal need a TWIC card?
Yes. TWIC holders use the far right entrance at the West 3rd Street gate. We send TWIC drivers first, and arrange local gate access ahead of time when the truck that fits the load has a driver without one.
Where is the Cleveland truck gate?
On West 3rd Street, with direct access to State Route 2 and Interstate 90. The terminal cannot be reached from West 9th Street.
When do steel ships come into Cleveland?
Through the Seaway season, with a heavy run in the fall. In late 2025 the terminal had 8 ships due between October 24 and November 30 carrying coil, skids and plate.
Which crossing do Toledo loads use?
Detroit. Cleveland tandems usually go through Buffalo, and 6 axle loads from either port cross at Detroit.
